PROFESSIONAL COMPETENCE OF MOBILE TECHNIQUE OPERATOR ON ISSUES OF LABOUR PROTECTION AS АCRITERION FOR ESTIMATING RISK OF HIS WORK

Annotation.

Risks associated with the human factor are depended on a lot of factors, which are difficulty formalized, cannot be described analytically and, consequently, evaluated in number. Therefore, while estimating level of risk, it is necessary foremost to determine these quality factors and to develop effective criteria and methods for taking them into account. The operator’s competence in labour protection includes his knowing of element (or complex of elements) of requirements on the labour protection set for personal fitness and aggregate of necessary knowledges, skills and experience, observance of which must a priori provide safety performance of his work. This index, obviously, ranks higher than fitness: in fact, even if an operator is «successful», non-fulfilling by him requirements of competence will never reduce the risk of acceptance by him of wrong decisions. Differentiation of workers’ competences in different fields is determined by content of their labour functions and, obviously, must consist of competences of workers of the enterprise, which are developed on the basis of basic competences, which contains more details. Professional competence of mobile technique operator is an integral and, maybe, the most important component for safety performance of his jobs, depending on which level of risk of administrative duties performed by the operator as well as ensuring of minimization of violations of requirements on accident prevention is determined. With the purpose of establishing a regular interconnection between the factors of operator’s professional competences and risk of his activity, the competences are divided into six components, which characterize different aspects of the operators’ activity, and occupational risks are divided into four levels; besides, a method is developed for quantitative calculation of interconnection and interdependence between components of competence and levels of occupational risks. In this method, interdependences between danger for health, occupational risk and competence of operator are set, which can be a basis for creation of a system for determining and controlling occupational risks presented by a human factor.
