Abstract.

One of open questions of exploitation objects of the main transporting of gas is providing of its industrial safety. Dangerous factors arising up in the process of gas transportation through the main pipeline and determined by aggregate of dangerous production factors occurred in the process of gas pumping and due to dangerous properties of the transported medium, are described. Service life and designed resource of most of Ukrainian main pipelines (MP) have been expired, and this fact, under condition of absence of strategically grounded capital investments, accelerates their degradation and some of their physical, mechanical and electrochemical properties, which determine serviceability of steels, i.e. the basic bearing elements of the whole construction. In Ukraine, reducing of these negative factors is regulated by a number of normative documents, but general assessment of the state of the main gas-pipelines safety has not been made yet. Therefore, in terms of normative documents, it is proposed to transit from limiting and forbidding requirements to the target ones assuming reliability factor, as it is accepted in other countries. The issue of making the MP safe service life much longer is of great importance. A strong business case also presents elaboration of proper normative documents, requirements and regulations of which should be obligatory for all subjects of economy, who exploit and maintain main gas pipelines, as well as for those who inspect and control technical state of the MP objects. The sequence of actions aimed at solving of these problems is proposed, which will optimize cost of the MP inspection and renewal in accordance with criteria of financial viability, when cost of compensation and remedial actions for reducing the risks do not exceed costs of new object building and consequences of possible accidents and/or failures in case of the increased risk.

The got results will allow to optimize the charges of the state or operator of the gas-transport system on the inspection and renewal of the work of MP on the criteria of financial viability, when the cost of realization of compensative-rehabilitation measures on diminishment of risk does not exceed the cost of a new building and consequences of credible emergency and/or refusal at the increase of risk.
