Annotation.

In the article, a concept of the monitoring system creation for and functioning in the deep shafts and mines of Ukraine is described, which lays scientific and methodological foundations for the formation of a strategy and plans of the expansion for comprehensive examining and risk assessment of the mine shafts with long service life. The purpose of these works is to ensure effective and reliable functioning of the mine hoister and to improve its operational safety at intensification of mining operations and their transition to the greater depths of extraction. The basic system-forming aspects — economic, social and managerial — of the monitoring system creation and implementation are formulated. The system structure is specified: it is functional, organizational and informational. The main directions of the system functioning including creation of new technologies, development and improvement of hardware, software and normative and methodological support are determined. The objectives of the system functioning are formulated, which include collection and processing of information about parameters of the shaft equipment, development of instructions for conducting instrumental measurements in the shaft, designing of models of dynamic processes in the shaft, development of a risk-oriented technology of labour management during the shaft equipment operation. The methods for instrumental-dynamic controlling of the state of the "cage-shaft equipment" system and its strength parameters are described, which include computational-analytical, instrumental kinematic, instrumental dynamic and combined measuring-and-analytical methods. For each of the methods, content of initial data, parameters to be determined and recommendations to be issued are given. Principles of the monitoring system organization and functioning in the framework of interindustry programs are specified. The expected results of the system functioning are formulated in terms of solving live problems of the Ukrainian mining industry.
