 ANALYSIS OF TECHNOGENIC RISK FOR THE LINEAR PART OF THE MAIN GAS PIPELINES

Annotation.

The author analyzes technogenic risk for the linear part of the main gas pipelines (hereinafter – the LPMGP), describes the main purpose, goals and objectives, main stages of the analysis of the anthropogenic risk of LPMGP, as well as the structure of safety and risk indicators of LPMGP, gives coverage to the lack of a systematic approach to Ukraine industrial safety facilities, namely, the Law of Ukraine “On Industrial Safety”, the State Standard for Extending the Safe Life of the Main Gas Pipelines, the Methods for Determining Technogenic Risk for the LPMGP, which complicates the process of formulating a plan for strategically justified investments in the safety of gas pipelines and accelerates their degradation. A sequence of risk assessment and preparation of conclusions on the analysis of the technogenic risk for the LPMGP districts is proposed in the form of a flowchart, in which the above list of measures is considered as the main principles of formation of the future methodology for assessing industrial risks of the LPMGP. A separate section describes sequence of actions at the stage of planning and organizing of the works on analysis of technogenic risk for the LPMGP. The flowchart contains steps for identifying hazards, as well as a detailed description of actions, which together constitute a risk assessment. In a separate section, the author substantiates a necessity for the Ukrainian gas-transport enterprises to switch over to a risk-oriented approach for ensuring industrial safety of the high-risk facilities, which is associated with the fact that the concept of "acceptable risk" has come to replace the concept of absolute safety, that is, the concept of finding a compromise between the level of safety and possibilities to achieve it. The “Tree of the Underground Gas Pipeline Failures” was developed and proposed in the form of a flowchart with a detailed identification of hazards, which makes it possible to assess the technogenic risks of the LPMGP, as well as to develop and implement a methodology for determining the technogenic risk of LPMGP. Finally, it was concluded that practical effect of application of the principles developed and presented in the article for the formation of methodological support for the LPMGP technogenic risk assessment and the “Tree of the Underground Gas Pipeline Failures” for creating methodology for the LPMGP technogenic risk assessment will increase level of industrial safety of Ukrainian gas transport enterprises.
